Can I trade Hoenn Pokemon as soon as I get the pokedex or do I have to get the regional dex first?

Either way, you need the National Dex to be able to trade or transfer Pokemon over to Soul Silver that are not in it's Regional Dex (regular PokeDex).
Unless the Pokemon you want to trade over is in the Johto Regional Dex, you are unable to trade.
Err...sorry, you're unable to trade until you get the National Dex.
Actually, if you have Platinum/Diamond/Pearl, you can trade over any Pokemon from those three games. In fact, unless you have an Action Replay, you'll have to trade in order to get Pokemon, such as Hondour. This information is straight out of the strategy guide.
You can't trade Pokemon but you can migrate from gba Pokemon games like ruby leaf green or fire red well houndour is a hoenn Pokemon but there is no action replay code to get hoenn Pokemon sorry :(
