Buy a cake from Charlie and he should give you tips on what to do. If he says there is no news, talk to everyone in town, talk to the merchants both when they're in their store and out of it to trigger events. The last thing you should need to do to get to level 5 is to create a monument for your town. To get this you need to play the dowsing game in the Mountains and gain enough points to buy a head and body, then speak with Mayor Helen after you get those.
