How do I get the GOLDEN SHOVEL?
And I can't get more people to move to my town.
I only have 8 people, how do get more?

You have to bury a shovel, and dig it up a day later and viola.
You can only have eight people.

Right. Get two shovels. Bury one. Leave it for 24 hours. Dig it up again.
Right, there's your shovel. Now. The reason you can't get more people to move in is because your town is full. You can have a maximum of 7 residents, and 4 players.

Hey you can get a Goled shovel heres how.
1. First buy another shovel if you don't have a shovel already buy 2.
2. Next burry one of the shovels.
3. The next day dig it up and you should have a golden shovel. Ps. I you hit rocks with you shovel (it doesn't matter if it's gold) money might coma out.
1. Golden Shovel: To get the golden shovel you have to buy two shovels and bury one in the ground. Come back 24 hours later and, walah, your golden shovel.
2.The most people you can have in your town is 8 residents because the area is smaller then the Gamecube version.

To get the Golden Shovel: bury a shovel, leave it overnight, then dig it up. It will be golden.
About your town population: I beleive that it caps out at 8 on the DS. It's probably due to memory constraints and whatnot.
