You have to make one ball as large as possible and another slightly smaller. Roll the small one on top of the large one and you have a perfect snowman.

To make the perfect snowman you have to make the first ball as big as you can. Then the second ball you make about up to your nose (in the game of course) and then put the ball on top. Once you get it a couple of times you can generally keep doing it over and over again.
