You get a friend code so you can go on wifi and meet other players over the internet, visit their towns and let them visit yours.
Nintendo set up this system so you can't have your town invaded by strangers (hopefully!). You get your friend code from Copper and give it to someone who gives you theirs.
You add their code plus name and town name to your friend code register.
You then ask Copper to open the gates (go out or invite guests) and, once your DS has communicated with your wireless signal, you'll see if your friend or friends are also on wifi at that time. The catch is that you need to get to know someone else with wifi so you can swap friend codes.
That's where it's useful to join an Animal Crossing forum such as www.animalcrossingcommunity.com or one of the yahoogroups for ACWW.

When you get wifi you can get friend codes and go over to their towns when they open their gates
