I have some tips, I'm trying to be perfect too!
1. Pluck every single weed. It takes awhile, it's boring, but it's worth it.
2. Dig up every thing, make sure noting's on the ground either.
3. Make your neighbors happy, then they will plant awesome gardens, adding to your town's beauty.
4. Space trees away from rivers, the beach, houses, other trees, etc.
5. Plant trees and flowers yourself, don't make your neighbors do all the labor.
6. Hope these tips work, they do for me!

I have another tip, cross breed flowers. That gets a good rep for your town.
Chart:
Black: red+red this is the coolest flower, pansis can't be black. Looks best as tulip.
Blue ?+? Blue's the rarest besides gold
Gold: water a dead black rose with a golden watering can. Very rare to be a gold.
