I heard that you can.Here are the steps:
1-Send 5 letters to someone in your town.
2-Find a friend to connect with.
3-Send 2 letters to someone in that town.
4-Make a new character.
5-Kapp'n will ask you:'Fancy the city life?'
6-Answer 'Yes'
7-Kapp'n will ask you:'Ya want this?'
8-Answer 'Yes'
9-When you arrive in town you will have a city passport.
10-Go to the town gate.(either Kapp'n or Gracie will be there and will take you to the city)
11-Have fun!!!!!!!!

You eather need daisy or poodle
Send letter to one of them including the words city passport
Make a new chara
Kappn wil say fancy thge city life?
Say yes
He will give you the passprt
Enjoy your city life!

Yes,you are correct.But I heard that you can send the letters to anyone
