Actually There is a way I heard if you collect all the golden tools then talk to the mayor you would become mayor

No get all gold items then the next event hell ask you about stuff then you get to go behind the counter in the townhall and be the mayor and stuff you can even steal those bags behind the counter wich are filled with mail and money
