Pokemon Modifier. Level mod works as well, tested works only with Soul Siver. If you want a lvl 100 Celebi tap L & R to acivate code, go to Ball pocket and discard 237 Master Balls, do not discard any Ultra Balls, walk around in the grass and there ya go.
