Pretty Simple Cheat.

Take a Pokemon with very few weaknesses. Through training, TMs, or Move Tutor, teach them a fighting type move, a ground type move, an ice type move, and a flying type move. This will get you the most weaknesses out of any combination of moves. The three types you do not have the advantage over are Water, Phychic, and Ghost. My suggestion is have a rotom right behind your starting pokemon. One Pokemon with few weaknesses is Gyarados. He can learn Earthquake, Ice Fang, and Bounce. However, the only flying type move he can learn is Rock Smash, which isn't the best move. If you use action replay, use the learn all TMs and HMs hack to teach these moves to a Spiritomb or Sableye.
