I'm not really sure what time, but I'm guessing from 18:00-19:00 on wednesday.After you get Lt. Surge's phone number, go to Saffron city's train station. I saw him at 18:35. He is at the right corner. He will want to trade his french pikachu with your pikachu.(It's not really french) It will be holding a yellow shard, and the name is Zolty (I think) well I hope this helps, and if not, try it after you have at least 1 rematch with him.
