As everyone other than those that are just starting the game has figured out, it is almost impossible to have your starter/partner Pokemon to evolve. There is a way, however. You have to wait until you rescue manaphy, and walrin takes him away. After a month or so (in the game) he will come back and join your rescue team. Two or three days later, he will tell you about a place called Marine Resort. After he tells you that your starter/partner Pokemon can evolve.
