Since I've answered many questions regarding this, Here's how you use it. Go to Lavender City Radio Tower and get the Expansion for your Pokegear. Once you go to the Snorlax tune the radio to the upper part of the tuner to use the Pokeflute, then interact with Snorlax to battle it.
