With your hands: Target your victim with L1, get close and grab them with L2, then press L3 and R3 at the same time, hold until you reach your desired result.
With a garrote: target your victim with L1, move up behind them with garrote in hand (don't have to sneak) attack with L2.
The biggest pro of choking an opponent is that they can't fight back, the downside is that it can take some time and if your victim has any friends in the area, they'll be free to attack you as they please.

No, the only thing you get is full ammunition a lot of money and respect but for what, there's no other family to compete against so it's a complete waste of time and game completion If I were you then I'd have two different save files one that is Don of NYC and the other before you complete the Mission Baptism By Fire.

No you have to wait five minutes for them to work again but obviously your game is glitched so I would get a new copy of the game if it happens again
