Normally Characters are attached to a specific Building, and so you can reset them by putting their building into storage and then replacing it in your Springfield. Unfortunately the Rich Texan is not attached to a building like that. Some players report that they had success in resetting him by moving him while he is in the middle of a Task using the move button.
