Just keep playing, doing all the quests in your task book, if you we're unlucky like me, apu was in day one of a seven day work week when it came time to unlock the church and after completing the seven day week, needed to do a 24 hour shift before it would unlock. FYI- the post office and pimento grove unlock without a quest so make sure you save Money for them.
