If you are talking about Minecraft PE then it will already be there for you. But you you can't blow it up...... Sadly :( hope this helps^^

In the update we have now (0.8.1) you can get TNT and use flint and steel to blow it up. Flint and steel lights fires if the tap anywhere flammable so be care full!

TNT should be in your creative inventory via Minecraft PE under the Misc. Section.
