How do you find and then tame a wolf or dog

Wolves aren't in the pocket edition yet. Perhaps in a future update.
You can tame by giving them some bones :-)
In the new update 0.9.0 there are wolves villages and different biomes
The 0.9.0 update is out, so dogs can now be tamed
1. Get a bone (obtained from skeletons)
2. Find a wolf
3. When standing directly in front of the wolf, bone in hand, a button will pop up, saying "tame". Click that button. It may take a few bones, as it varies from wolf to wolf, but eventually a red collar will appear around the dog's neck. Touching the dog and holding down will make it sit and stand up. To breed, hold down on the dog with a piece of meat. Small hearts will appear above the dog's head in "Love Mode". If another tamed dog in Love Mode is nearby, the two will breed. The puppy will be born tame. Dogs will attack whatever you are attacking, but hostile Mobs will attack your dogs as well.
You can generate wolves in creative via egg or find them roaming in forest biomes, often in packs. Kill skeletons to get bones, or generate bones in creative mode. Once you have a wolf and bone, hold the bone and face the wolf. A grey button will appear in the center of the screen that says tame. Repaatedly click it to tame. Once tamed, they will have a red collar. They will follow you around. :-)
Get a bone then stand in front of it and a grey box that says tame click on it until heart appear around the wolf head
