These quests are given by local guards where you need to chase down escaped convicts by following the golden trail. These convicts will try to run away from you so you can either chase them down until they give up or if you want them to surrender the easy way, hurt them bad. Tagged convicts are immortals and won't die even if you use a flourish attack with a LV5 weapon / gun. Drag them back to the guard that gave you the quest to complete the quest. The harder to bring in the criminal, (those who break your grip and attempt to run away) the higher the reward money.
