Complete the mission CopLand to do this the after finish the copland mission the cop / police uniform will be automatically in the police station of Washington Beach.
You can't BE the cop but you can wear their uniform after completing the 1st Malibu club mission.also you can enter vigilante mode when you are in any police car(police car,tank etc).to activate this with default settings is by pressing the CAPSLOCK key when in cop car
