Ok I'm on the last triforce shard and I can't find Diamond Steppe Island so please tell me which Island is it next to.

It's northwest of your home island and when you get there throw you boomerang at as many eyes of the giant squid as you can.

If you know the Ballad of Gales - teleport to Outset Island, then sail northwest; Diamond Steppe Island is the second one up from the very bottom left of the Sea Chart. Inside the island, you'll find the Ghost Ship Chart - now find the Ghost Ship, beat all of the enemies inside it and you'll get your last Triforce Shard!
