To understand Hylian text, you have to beat the game and on the second quest it is written in English.
In order to understand huyrulian language you have to beat the game
After you beat the game the first time, you can replay the game (same File) - that's when the changes will occur, for example: you'll wear your original clothes for the entire game and you'll be able to understand what people say in the Hylian language!
You need to beat the game and then start a file on the same slot as the old one. If the file's golden brown with the triforce symbol next to it, Aryll will be wearing the dress the pirates give her, you'll keep your sculptures in the gallery and you'll understand Hylian text. Please note this doesn't help you with translating the triforce charts you still need to pay the 395 ruppees per chart.
