The first sage is a bird girl named Meidli, she is on Dragon Roost island. Go at night and she will be on one of the cliffs playing her harp. To get to the cliff go inside the building and upstairs, then out. Then you swing across a gap and go up some stairs and there she is.

Go to Dragon Roost Island and go to the top floor of the Post Office. Go through the door right at the end to get to the flying obstacle course to the left. Turn right and head straight up the ladder to find her.
