Okay I'm stuck,first I have 20 shines and theres a portal thing that changes colors
At the cental dock.what the heck is it for.

You go to the middle of the portal and use the c stick to look up at the sun and then you will enter a new place.

Stand on the Shine Sprite design on the ground in front of the dolphin statue, press Y to go into first-person view and look upwards to be transported to Noki Bay.

Look up into it and you will enter Noki Bay.
