You mean krouser shot him in the legs a couple of times and when he falls to the ground get out a magnum, or the striker and keep repeating this and you should be able to kill him.

Shot him in the legs with a Striker or Magnum and wait till he falls to his knees and blast away.

The easiest way to kill him is to run and jump across the gap in the path and then turn around really fast, equip your rifle or semi-auto rifle and shoot him in the head.(he should be stuck in the building right in front of you so most of his bullets will miss you, but if you shoot him fast enough then he might not get a shoot off at all!)

To kill krauser is actually go up to him, get him stuck in a corner and slash him to death with your knife, just go crazy on him. And also if he does attack you, you would be near the edge and you will not fall off, instead you hang on the ledge and krauser crushes your hand but press the A button fast and you will cut his leg doing a bit more damage and even if you have like one life point if you do the part with the and the A button you will not die but keep on living. isn't that wonderful!?!?!
