Question for Pokemon Colosseum

A few questions before I get the game. (or not)

1. Does Pokemon Colloseum have the pokemon academy thing with the library?

2. If I have pokemon ruby or sapphire would it be worth it to buy a gamecube for $99.99 and then buy Pokemon Colloseum for some price?

Don't know what you mean with the academy with a library thing but it is worth it especially if you have a Ruby or Sapphire game.
