Question for Pokemon Colosseum

I beat the Shadow Head and then I did what you told me to do, Cross Stinger, but after I beat Gonzap, he didn't move. You, Cross Stinger, said he fleed. And to flee he has to move. I checked the floor around him but it wasn't there. I went a floor down then went back up and he was still there. I left the hide out went back and he was still there. Now what?
