So if I had a GBA SP connected, I could play with my Ruby version?

No. A 'Gameboy Advance to Gamecube Link Cable' wouldn't let you play GBA games on a Gamecube. You need to get a special black cord - I'm not sure what it's called. Or you can get Pokemon Box, and that will let you play Pokemon Ruby or Sapphire on your Gamecube.
Yes you can just don't go to that thingy that lets you trade from the GBA and Pokemon colluseum.
That depends entirely on what you mean. If you mean, you want to battle your Colosseum and Ruby Pokemon, then yes. If it means you want to use your Ruby Pokemon to go through Pokemon Colosseum, then not really. You can trade after you beat Cipher, but not before.
