Not really you should have at least all lvl 55 anything higher will work to

Right if you have a masterball use it on tyranitar because it's exteamlly hard to ko him by fighting.
Use espeon on machamp suicane 4 salamence umbreon on sloking and entei on scizor that only leaves slaking his combination of low speed and and his lazy ability will mean he probably won't get in more than 1 attack.
Also the mayor is plying his Pokemon with xspeed and x attack to give you more of a chance to beat him.
