You beat the game (that means catch & purify all shadow Pokemon & get Ho-Oh) then use a time flute and celebi will apear. (be careful because it's at lv. 15 so it's easy to KO). If you don't have a time flute left, then start new game. If you don't catch it, then you lose the time flute you used. You can keep using time flutes but in all the max. Chances you have (without an AR or Soundbuster Model 23o4) are 3. A Soundbuster Version 23o4 is only availible from konami HQ.
