Evice is the Head of Cipher, you will battle him at the Cipher Colosseum.

P.S. Just scroll down to find an answer, this has been asked before...

That's the guy who runs the Cipher organization. He's also the Mayor of Phenac (sorry if I ruined the surprise for anybody!). You battle him at Realgam Tower very lastly, then you've beaten the game, but there's always another Pokemon to catch! After you catch all the Shadow Pokemon (including the Togetic at that train place) and after beating the Mt. Battle 100 (in "Colosseum Battle"), you get Ho-oh!

The head guy behind the whole thing is some fat evil guy who is also the mayor of phenac or whatever.
He's so fat and ugly when you battle him its accually kind of fun.

Cipher Head Evice is the Mayor of Phenac.(A.K.A the evil, fat loser that can jump so high that it makes you laugh.

His jumps even cause mini earthquakes at the very beginning when its shows his name.)
