Jirachi could be obtained in the past with a bonus disc that was distributed with pre-ordered copies of Colosseum, and there is rumour that it can be obtained from Pokmon Channel.
As for Lugia and Celebi, they are not available in Colosseum.
You get Jirachi with the pokemon colosseum bonus disc. Deoxys is found in pokemon leaf green and fire red versions. Ho-oh and Lugiah are both found in leaf green and fire red. You can also get HO-oh in pokemon colosseum. Celebi is also found in leaf green and fire red. Check www.serebii.net for more details.
Jirachi: Bonus disk trade with Ruby/Sapphire/Emerald/Fire Red/Leaf Green.
Deoxys: Obtain (somehow) in Ruby/Sapphire/Emerald/Fire Red/Leaf Green.
Ho-oh: Purify all 48 Shadow Pokemon and beat Mt. Battle 100 in "Colosseum Battle" mode, not in Story Mode.
Lugia: Maybe in Fire Red/Leaf Green (how much you wanna bet they make a Water Blue when you buy one of the other ones?) but most likely not.
Celebi: If you could catch Celebi, you wouldn't have any problem getting Ho-oh!
