I believe it's a sneak peek into Pokemon Collesseum, Pokemon:Jirachi Wish Maker, and a Jirachi event. You could've got it at GameStop about four or five years ago, but I'm not sure if you can get it today in my opinion. Hope this helps you out.
It has a playable demo for Colosseum, a preview of the movie Jirachi: Wish Maker, a downloadable Jirachi (must have a GBA, Ruby or Sapphire, an open party slot and a GBA-to-GCN link cable) and a patch to fix the clock glitch in Ruby/Sapphire. It was given away to those who placed pre-orders for Colosseum back in 2004. That's how I got my copy. It IS possible to buy one, but expect to pay a high price ($40+) for a copy.
I suggest look for a cheap one there will be someone out ther who dosent realise its worth
