If you're trying to get to their shop, you have to sneak past Percy, Go to the painting. Once you say the password, crawl through the passage and there they are.
Uh... that's Chamber of Secrets. This is Prisoner of Azkaban.
Ok, to reach their shop, exit the dormitry, go down to the 6th floor, defeat peeves, destroy then floating books, then enter the only unlocked door.
That should lead you to them.
Or just keep on going until you reach a door that says "Disused Bathroom (Fred and Georde's Shop.)"
Go downstairs to the 6th floor (Ancient Runes), then maneuver through the corridor(s) until you find Fred and George's bathroom sale (you know, like garage sale, only in the bathroom...). Note: When you buy potions, they'll go to the character that bought them, not any group inventory.
