Latias

You will be able to find latias randomly in the wild, after you have defeated the elite four. It will run away from you, so use your master ball on it. What I mean by randomly in the wild is that latias may appear whilst surfing anywhere, or walking through grass anywhere. Not in caves.

To find him look at the pokedex and it should show where he is and you go to where the highlited part is.

After you defeat the elite four you an find it anywhere but if you have seen it and haven't captured it you can track it by looking at it's area info in your pokedex

Latias appears anywhere you SURF only in lvl 40 but it doesn't matter even if iut was 100 throw the master ball on it to catch it and it comes randomly in anyplace.

You find Latias on Southern Island. You need the Eon ticket to get to Southern Island.

This is how I cought my Latias:
I went to Sky Tower and captured a Golbat that had Mean Look Move. I gave him some Carbos till its speed was at the max.
After it I went to Mauville City and down to the cycling road entrance. You must have noticed that Latias changes area everytime you cross a border, like passing routes or cities. Anyway, I placed my Golbat in front of the party. I got in the cycling road and got out in the same place: passing the door is like passing a border so, when I came out again, Latias had moved. I did it as many times as I need it untill Latias was in the area under the cycling road.
With the Acro Bike (have the bike before you start this) I went to the first lonely patch of grass and started hoping. I hopped 3 times and there she was. My Golbat was "speeded" so it moved first and Mean Look made it impossible to escape.
