Question for Pokemon Sapphire

I'm going to trade all of the starters over to my Emerald to clone them, but I was wondering how long it takes on this game before you can trade at floor 2 of the Pokecenter. I just need to know what you have to accomplish before you're allowed to trade. Thanks!

You don't have to accomplish anything. Although you will need the national pokedex in emerald. (you will need it in sapphire 2 if it's in that game.

Ok, hi I'm new here but I know heaps of stuff on sapphire
1:dont do the cloning thing it screws up you're game or it doesnt work
2:u have to beat the elite 4 b4 you can trade on any game
3:i like pie
