Question for Pokemon Sapphire

The "in game reset" what does that do? Reset your game or just deletes the last time you saved or what? I would try myself but I'm to scared if it will erase my game. I've been playing for 260 hours and I have seen 199 and own 197 pokemon. The pokemon I need are Kingdra, Feebas, and Milotic. Can anyone give me advice on how to get these pokemon? I know that to get Kingdra I need Dragonscale but i do not know where to get it. Feebas I know that I get him him in the area below Fortree city and I know to evolve Feebas I need to fill up its beauty with blue pokeblocks.
So please help me!!!!!!!!!!!!!!!

No it doesn't effect you're game at all.

I did it all the time while I was catching the 3 regis it just goes back to when you last saved trust me.
