Question for Pokemon Sapphire

Where do you get skill swap? And why can't I get a Chemico?

You can get Skill swap on Mt. Pyre.

You can find a Chimeco also on Mt. Pyre, you won't see it much, because the chances of encountering the Pokémon are very rare.

Skill swap is found on Mt. Pyre, and chimeco can only be found in the patches of grass east and west of the orbs.
