Question for Pokemon Sapphire

After you beat the elite four do you have to all your Pokemon up to level 100 or just 6 other than rayquaza and kyogre

You don't HAVE to level your Pokemon up, it's just something to do.

Beating the elite 4 will not level up any of your Pokemon aside from the exp they gain in the battles.
