If by evolution stones you mean Leafstones, Waterstones, and the other stones, then I can help. First of all, collect shards. Give them to a certain person and they will trade you the Water, Fire, Leaf, and Thunder Stone. There is a Water Stone on the abandoned ship. There is a Sun Stone in Mossdeep city. On route 119, you'll find a Leafstone. A Moon Stone is in Meteor Falls as well.

There are no wild Torchic.

Here are the ways to get the evolution stones.

Fire Stones-A fire stone can be obtained in Firey Path and duplicates can be gotton by trading red shards to the Diving Treasure Hunter. Red shards are scattered around the ocean and are sometimes held by wild corsola.

Leaf Stones-A leaf stone can be obtained at the south end of the northern section of the river on Route 119 and duplicates can be gotton by trading green shards to the Diving Treasure Hunter. Green shards are scattered around the ocean and are sometimes held by wild relicanth.

Moon Stones-A moon stone can be obtained in Meteor Falls, and duplicates can be found on wild lunatone.

Sun Stones-A sun stone can be obtained by talking to one of the men in the Space Center, and duplicates can be found on wild solrock

Thunder Stones-A thunder stone can be obtained in New Mauville and duplicates can be obtained by trading yellow shards to the Diving treasure Hunter. Yellow shards are scattered around the ocean and are sometimes held by wild chinchou

Water Stones-A water stone can be obtained in the S.S. Cactus and duplicates can be obtained by trading blue shards to the Diving Treasure Hunter, Blue shards are scattered around the ocean and are sometimes held by wild clamperl.
Torchic can only be obtained as a starter.
