Question for Pokemon Sapphire

O.K. I have a few problems.
My friend entered gameshark codes for Deoxys on his pokemon sapphire and it didn't appear anywhere. Also pokemon in the wild are represented by a question mark around white and black circles and only know STRUGGLE. My friend used Superpower once and it was super effective, then he used it again and it was not. Also, when we tried escaping from it it didn't escape. Also, his game occasionally freezes up. Everytime he caught that weird pokemon his game froze up too! When we surfed and fished the pokemon were normal and when we batled the pokemon were normal too.
WHAT THE HELL IS GOING ON!!!
Also, can someone give me tips for catching REGIROCK.

No tips for Regirock but here.For Deoxys,are you sure the codes you entered were for AR.Well find out!Also,the ? mark you encountered can be caught,but only with a master ball.When you catch it will turn into a bad egg which never hatches.To see if I'm telling the truth,get a masterball and catch ? mark and don't save if you don't want a bad egg.Simple enough?

1: No idea as to what you can do about this

2: To capture regirock, try using thunderbolt until it is into the red, and then if it is still not paralysed attack it with stun spore, thunder wave, or another move that automatically paralyses it while doing no damage. Once you have done this, switch to a high level pokemon and start throwing ultra balls at it and continue to do so untill you capture it. This method is exceedingly effective on almost all legendary pokemon.
