Question for Pokemon Sapphire

I am going to restart my game, but, I need a way to get all 3 starters without using GS, AR, or E-READER, and without trading.

I did it in my silver before and I have noticed that on the pc you can't change box. So if you know how to get all 3 starters without doing the things I listed above, please tell me as fast as possible.

I'm pretty sure you can't get all three starters in these games without doing one of the things mentioned above.
