Question for Pokemon Sapphire

My sister is wondering: How do you get into the cave of origin? I've tried helping her, but it didn't help. Oh, yeah, the gym is locked and she can't battle for the 8th badge, if that helps.

Has she removed the Aquas from the Seafloor Cavern on the sea bottom of Route 128?

Go to the underwater cavern and free kyogre. It's the biggest diving spot in route 126-127

You have to go under water and beat Team Aqua,you get dive from Steaven at his house on the island where the 7th gym leader lives.
