The Eon ticket takes you to an island called SOUTHERN ISLAND where you can catch latios, which means it is possible to get latios and latias on Pokemon sapphire. The only way to get it that I know of is to use a cheat cartridge (I used an Exploder SP). So you don't really need it, it isnt something to worry about.
