Question for Pokemon Sapphire

When I dive all I can see is a smokey mist, is this normal because I cannot find sootopolis or the seafloor caven ! Can someone please help?!

Just push the A button,and if somethins says you can reach thesurfaces then you can go to Sootopopis City.

Well actually no diving and seeing mist is not noemal but if you want to get to team aquas cavern go to mosddep surf stragt and dive in this long dark blue water
