Shoal cave. Icy area. Tide is low.

Go to the Shoal Cave on Route 105 at low tide and locate the Blackbelt that gives you Focus Band. Shove the boulder to the right all the way and go down the ladder to the icy cavern. Sooner or later you'll find a Snorunt in there. Snorunt will evolve into Glalie at level 42. As for Igglybuff, put two Jigglypuff, two Wigglytuff, or a Jigglypuff and Wigglytuff in the Daycare.

Snorunt: Icy area in Shoal Cave, when the tide is low.

Igglybuff: Well, I don't know where you can find wild Jigglypuff, but if you have two Jigglypuffs or two Wigglytuffs, or a mixture, both of opposing gender, then breed them for Igglybuff.
