Question for Pokemon Sapphire

Ok I encountered latias! My Pokemon guide says it wont be on water but I found it just west of pacifidlog town. Anyways.. If I find it again should I use master ball on it? Or go get rayquaza with it?
Help me!!!

Hey man you can use whatever you want but i would recommend using the masterball on Latias because Latias can flee from battle. But raquaza cant flee so you can battle it and use multiple pokeballs.

Dont use the master ball... If you can find a Pokemon like trapinch with the ability to stop it from fleeing it would be helpful... I would train a trapinch up high enough to fight and weaken latias ans use an ultra ball...
