Question for Pokemon Sapphire

Hi I was told that to catch feebas you need to go to dewford and change the saying there but I can't I have tried everything what can I do?

You catch Feebas south of Fortree City in the water. Use and old or good rod. You must be surfing.

On route 119 there are 6 squares set randomly in the water. Thats were you can get feebas.(thats what I was told) Each time you change the saying in dewford the 6 squares change. I hope that helps.
