Beat master level in any contest, you'll see the artist in the crowd and at the end he would show you the picture and ask if you would like him to put it up in the museum

The next answer is the only correct one.
I've got a lot of pok�mon who helped me trough the harsh contests of Beaty, Cool, Tough, Smart, Cute. None of my pok�mon has special moves. For example: My Peliper. He won Tough in every city or town. That is because of the pok�blocks wich you can make in every contest hall. I suggest you make them all in Lilycove City because there are more men to blend then elsewhere. However, to get a painting of your winning pok�mon: you should blend all pok�blocks that they LIKE to eat in their category they want to participate.

EXAMPLE: My peliper liked YELLOW pok�blocks. That is because of his nature. EVERY POKEMON WITH THE SAME NATURE LIKE MY PELIPER, WILL LIKE THAT YELLOW POKEBLOCK FOR TOUGHNESS AS WELL!!!

So your pok�mon has a nature, try to find out what kind of pok�blocks they like in that type of nature. And if they have the maximum amount they can have of pok�blocks (by that pok�block they like) you must enter all contests and your painting will be in the museum at the walls.
