You have to stop Team Aqua,dive under water between where the 7th and 8th gym leader lives,and look fora cave with a subarine in it,then go beat team Aqua's boss.

You have to wake kyogre first, then you will be able to get inside the cave of origin.

Go to pacifidlog town and go to the lowest bridge use surf go left then when you see rocks get on the left side and go down as far as you can then in a strait line head toward slateport untill you see a small place to dive and you're there.

You have to beat team aqua in the underwater cavern on route 128, then the team aqua leader (archie) will try to use the red orb to control kyogre. When kyogre leaves and you escape from the cavern fly to sootopolis and go to the cave of origin. It will be open. Go in and defeat or catch kyogre with the master ball or beat him up until he has 1 HP and use dive balls (this will take 2 - 3 turns)
